California Building Standards Commission (CBSC)

The Department of Food and Agriculture, under the lead agency, the California Building Standards Commission (CBSC) is providing notice of the changes for incorporation into California Code of Regulations, Title 24, Part 5, which were the subject of a CEQA document allowing the use of PEX tubing with specified mitigation measures. The Department will accept written comments for at least 45-days between July 22, 2008 and September 5, 2008 according to the instructions contained in the Notice below. For further information regarding this proposal, you may access the following web site: www.bsc.ca.gov/pex.htm.

The CBSC is publishing a Notice of Post–Hearing Modifications and Modified Text of proposed building standards, which includes amendments to the California Plumbing Code. Written comments will be accepted by the Department no later than 5:00 p.m. on November 19, 2008, according to the instructions contained in the Notice.

Animal Health Branch

Animal Health Branch – Contagious Equine Metritis (CEM). This regulatory action repeals the regulation that has restricted the movement of horses infected with CEM from other states and has specified permit requirements for the movement of all horses from other states over two years of age. It also updates the regulation with parallel restrictions on the movement of horses from other countries to conform to current USDA requirements for CEM testing. This regulatory action has been approved by the Office of Administrative Law and becomes effective October 24, 2008.
Animal Health Branch – Interstate Movement of Poultry. This proposal updates the requirements for the interstate movement of poultry under Chapter 2, Division 2, of Title 3 of the California Code of Regulations. This proposal has been approved by the Office of Administrative Law and becomes operative May 1, 2008.

Bureau of Livestock Identification

Bureau of Livestock Identification – Modified Point of Origin Inspection Areas. The Department of Food and Agriculture, Bureau of Livestock Identification, is proposing changes to section 850 of Article 1, Chapter 3, Division 2, of Title 3 of the California Code of Regulations relating to the inspection of cattle. Written comments regarding this proposal are to be submitted according to the instructions contained in the Notice. The written comment period begins on October 31, 2008 and ends at 5:00 p.m. on December 15, 2008.

Meat and Poultry Inspection Branch

Meat and Poultry Inspection Branch – Poultry Meat Inspection. The Meat and Poultry Inspection Branch proposes changes to various sections of Articles 1-28 of Subchapter 1, Chapter 5, Division 2, of Title 3 of the California Code of Regulations relating to poultry meat inspection. The public comment period for this proposal begins on April 18, 2008 and ends at 5:00 p.m. on June 2, 2008. Written comments are to be sent according to the instructions contained in the Notice.
Meat and Poultry Inspection Branch – Sanitation Standard Operating Procedures. The Meat and Poultry Inspection Branch has amended section 902.9 of Title 3 of the California Code of Regulations. This amendment has been approved by the Office of Administrative Law and it becomes effective on August 24, 2008.

Milk and Dairy Food Safety Branch

Milk and Dairy Food Safety Branch – Petition for Approval of a Temporary Standard. Pursuant to section 36632 of the Food and Agricultural Code, the Department of Food and Agriculture may grant a temporary standard for an initial period of one year for a new milk product or product resembling milk product. A public hearing shall be conducted by written brief. Written briefs must be received by the Milk and Dairy Food Safety Branch before 5:00 p.m., Wednesday, October 29, 2008, according to the instructions contained in the Notice of Public Hearing. The deadline for the receipt of written briefs has been extended according to the instructions contained in the Notice of Extension of Public Hearing.

Code

California's agricultural abundance is a reflection of the people who made the Golden State their home. In the process, they brought their agricultural heritage with them.
